Final Proposal

The state's Final Proposal provides an update on ConnectLA's progress since its submission of Initial Proposals Volume 1 and Volume 2, and how ConnectLA will ensure that every resident in Louisiana has access to reliable, affordable, high-speed broadband connection through BEAD funding.

Initial Proposals

The state’s Initial Proposals provided to NTIA, which outlines the state’s plan for utilizing BEAD funds to expand high-speed internet access, combines input from stakeholders across the state and includes two Volumes.

Volume 1 of the state’s Initial Proposal details Louisiana’s plans for a challenge process to determine all locations eligible for BEAD funding.

 

Volume 2 covers the specific actions the state will take to eliminate the digital divide.

 

Five-Year Action Plan

Louisiana’s comprehensive Five-Year Action Plan lays out the priorities of the state when it comes to broadband development, adheres to guidance set out by the Infrastructure Investment and Jobs Act, and outlines how BEAD funds will tackle the digital divide.

The plan is informed by the number of unserved and underserved households, businesses, and community anchor institutions in the state, in addition to research conducted for the state’s Digital Opportunity Plan.

2024 Digital Opportunity Plan

This plan outlines Louisiana's first coordinated effort to assess the state's digital divide and expand digital opportunity in Louisiana. Access to digital resources is a significant concern in today’s world, particularly in Louisiana. This report has examined the status of access to digital resources within the state. While the state has made significant strides in recent years to close digital gaps, it continues to face numerous challenges. Lower average rates of access to broadband, devices, and digital skills proficiency affect the covered populations in this report as compared to others.
